Was working on a slow moving car that stop gently, which the car didn't rock and it make sense given how slow it is.

but the client still want to have visible "rocking". is there any thing I can do?

I can only think of moving the car at higher speed to stop faster while rendering the scene at double frame rate to slow it down, but then the rocking become kinda unnatural....

You can make the suspension softer. And maybe the car a bit heavier.

If you want to achieve an unnatural behavior of the body, you would have to animate the car body after recording the sim to keyframes. Then you can manipulate the appropriate animation tracks (in your case the x-rotation).
